It started with a fingerprint of a 25-year-old college professor who opposed the Vietnam War and ended with a search for his remains, 32 years later, in a wooded area near Eveleth, Minn.

The FBI's files on Paul and Sheila Wellstone, many of which are being made public for the first time, shed new light on the extent of the relationship between the FBI and the political activist who would go on to become a U.S. senator from Minnesota.

Some of the information uncovered in the 219 pages was new to one of his closest confidantes, former Wellstone campaign manager and state director Jeff Blodgett.

The files show that although the FBI initially took interest in Wellstone as part of the broader surveillance of the American left, the agency later served as his protector, investigating death threats the freshman senator received for his views on the first Gulf War, and, in the end, helping sift through the wreckage of the fatal plane crash that killed Wellstone and seven others eight years ago.

Wellstone's surviving sons declined to comment on the documents, which were obtained in response to a Freedom of Information Act request filed by MPR News.

The U.S. Department of Justice released 88 of the 125 pages in Sen. Wellstone's FBI file, and 131 of the 227 pages in his wife's file. All of the documents included in Sheila Wellstone's file are related to the plane crash that killed the couple and their daughter Marcia.

The FBI did not include 76 pages related to the National Transportation Safety Board, the agency that investigated the crash. A request for those records is pending.

DEATH THREATS

Wellstone traveled to Washington, D.C. in January 1991 on the green school bus that became famous in his underdog fight against incumbent Republican Sen. Rudy Boschwitz.

He arrived in the middle of a tense debate over the Persian Gulf conflict and, nine days after being sworn in, voted against a resolution authorizing U.S. military force against Iraq.

Within the first two weeks of his term, Wellstone began receiving death threats for his views on the war. The FBI files provide a detailed description of the angry and sometimes violent calls the Democratic senator received. One man called Wellstone's office and threatened to "throttle" him. A caller from Faribault said, "If I had a gun, I'd come after you, you SOB." Another caller said that if his son dies during his military service in the Persian Gulf, "then Wellstone will die."

The threats alarmed Wellstone's staff, and led the senator's state director, Jeff Blodgett, to contact the FBI and other authorities. An FBI agent recommended that a "trap and trace" be placed on Wellstone's St. Paul office phone line to locate the callers, and Blodgett agreed.

"We were shocked and surprised by these kinds of calls," Blodgett said in an interview last week. "We certainly didn't expect that death threats would be part of the job of being a U.S. senator or taking death threats would be part of the job of Senate staff."

Blodgett said Wellstone was saddened by the threats "and as surprised as everyone else was." In his memoir, "Conscience of a Liberal," Wellstone said his fledging political career was spiraling downward within a few short weeks, as he attracted opposition for his views on the Gulf War and for his decision to hold an anti-war press conference next to the Vietnam Veterans Memorial.

"There were threats on my life," Wellstone wrote. "I wished I had never been elected." The FBI files indicate that the agency took the threats seriously. Investigators tried to track down the threatening callers and kept detailed information about their efforts.

The documents show that an FBI agent traveled to "Marine," (sic) Minn. on January 29 to meet with the man who threatened to "throttle" Wellstone. The man, whose name has been redacted from the documents, admitted that he called the office and said that he wanted to wring Wellstone's neck and throttle him.

The man told the FBI agent that the receptionist was "snotty" and hung up on him. He said he called back and spoke to a "polite receptionist." He told her, "Tell Senator Wellstone that Saddam Hussein appreciates what he's doing."

Federal prosecutors declined to file charges against the caller, and the FBI was unable to locate the other callers. Wellstone continued to receive threats, including a call from a man in February 1995 who said, "I'm watching you senator and I'm going to kill you within the week." Wellstone was assigned a protective detail for the week of the threat.

FBI spokesman Steve Warfield declined to comment on the Wellstone files, but Warfield and former FBI agents said that threats against members of Congress are relatively common.

"I would say as active as (Wellstone) was and as liberal as he was and as much as he was against the war, I'd say that's a relatively small number" of threats, said Nick O'Hara, who served as the Special Agent in Charge of the FBI's Minneapolis office from 1991 to 1994.

O'Hara added that although the number of threats Wellstone received might not have been unusual, it likely took a psychological toll on the junior senator.

"Somebody's who's been in office and is aware of the crank calls that come in might not be as upset as a first-time senator who gets that first call and he starts thinking about his wife and his family," he said.

EYEING AN ACTIVIST

Wellstone did not pursue a traditional path to the U.S. Senate. He formed his political opinions while active in the civil rights and anti-war movements of the 1960s, and wrote a doctoral dissertation on "Black Militants in the Ghetto: Why They Believe in Violence." In 1969, he moved to Northfield, Minn. to teach political science at Carleton College.

The FBI took note of the bushy-haired college professor when he was arrested on May 7, 1970 at a protest against the Vietnam War at the Federal Office Building in downtown Minneapolis. Wellstone and 87 others were arrested for disturbing and obstructing access to a federal building.

Most of the names in the 1970 documents have been redacted, making it impossible to separate Wellstone out from the other defendants. One defendant pled guilty, another had the charges dismissed, and another was acquitted. The documents state that the rest of the defendants were found guilty during a jury trial in U.S. District Court in Minneapolis and received fines of either $35 or five days in jail.

Neither the FBI files nor available court records indicate how Wellstone's case was resolved.

In a document sent to FBI headquarters, the head of the FBI's Minneapolis office said the case warranted "considerable investigation." The document notes that U.S. Attorney Robert Renner "could foresee the potential blockage of federal buildings throughout the country" if the anti-war protesters were acquitted.

The FBI obtained a copy of Wellstone's fingerprint card from the Hennepin County Sheriff's Office and sent it to FBI headquarters to keep on file. A related FBI document notes that Paul David Wellstone, age 25, weighed 150 pounds, stood 5'6," and had brown hair and brown eyes.

O'Hara, the former head of the FBI's Minneapolis office, said that the FBI used to routinely investigate protests that occurred on federal property.

"There were sit-ins. There were break-ins. There was blood spilled over Selective Service files," he said. "There were a number of minor federal crimes committed. And back then, there maybe wasn't the patience that there might be now." O'Hara joined the FBI as a special agent in 1963, but did not work in Minnesota until he was transferred to the Minneapolis office in 1991. He said he was not familiar with the arrests.

Coleen Rowley, the 9/11 whistleblower and former chief legal advisor in the FBI's Minneapolis office, said the documents from 1970 shed light on the FBI's far-reaching efforts to quash political dissent.

"I think this really is valuable … because it's basically history repeating what we have right now," she said, noting the recent FBI raids at the homes of several anti-war organizers in Minneapolis. Wellstone's arrest occurred less than a year before the official end of Cointelpro, a series of secret domestic surveillance programs created by FBI Director J. Edgar Hoover to monitor and disrupt groups deemed to be a threat to national security.

When the operation got underway in the 1950s it focused on suspected communists, but by the 1960s it had expanded to include broader groups, including civil rights organizers and anti-war protesters. Hoover ordered an end to Cointelpro operations in April of 1971, after news of the programs started to leak.
"So '70 would've hit you right in the midst of this," Rowley said. "In fact, that probably was the peak of the time when this was going on."

As for Wellstone, Blodgett said the senator "would've probably chuckled at it because he was exercising his free speech rights as an American and would've thought it was funny that the FBI would've taken notice of that and put it into a file somewhere." Blodgett added, "You would think they'd have better things to do with their time."

Wellstone's fingerprint card remained on file, and his activism continued. In the two decades leading up to his Senate race, he helped organize poor families and farmers in rural Minnesota, and was once arrested for trespassing during a foreclosure protest at a bank in 1984. None of these activities are mentioned in the FBI files released by the Department of Justice.

A FINAL INVESTIGATION

When a plane carrying Wellstone, his wife, daughter, and three staffers crashed near Eveleth, Minn. on October 25, 2002, the FBI was among the first agencies to respond.

The plane crash occurred 11 days before the end of a tight Senate race between Wellstone and his Republican opponent Norm Coleman, spurring a flurry of conspiracy theories that the crash was not an accident.

The NTSB would later find that the crash was caused by pilot error, but the FBI pursued several criminal leads in the first two days of the investigation, according to the documents obtained by MPR News.

The plane crashed at 10:21 a.m. The documents indicate two agents from the FBI's satellite office in Duluth "immediately responded to the crash site," but don't specify what time they arrived. The agents assisted local authorities, who had already secured the area after determining there were no survivors, and waited for the NTSB team to arrive.

The FBI files recount how agents from Bemidji and a group of 11 officials from Minneapolis arrived at the scene later that day. One of the Duluth agents jotted down the names of the deceased, and took notes on potential problems with de-icing equipment. The agent's handwritten pages span four days and provide an inside look into the investigation. The agent notes that the initial search found "no cockpit voice recorder" and "no bullet holes."

Eight members of an FBI evidence response team spent two days searching the wreckage. They assisted with an initial search for aircraft parts and the flight data recorder, and then helped retrieve human remains and personal items - watches, rings, campaign buttons, keys, and coins.

The FBI files reveal, for the first time, the specific criminal leads pursued by
investigators.

FBI agents investigated the claims of a caller from Jacksonville, Florida, who said that members of the American Trucking Association had planned to disconnect the plane's de-icers. The man said that Wellstone had been trying to schedule Senate hearings to expose organized crime in the trucking industry. In response to the call, a Wellstone staff member asked a Labor Committee member and a legislative director "who both indicated that they were not aware of any Senate hearing being scheduled to discuss this topic." The rest of the document has been redacted.

Agents also obtained a threatening postcard sent to Wellstone's St. Paul office the day before the plane crash. The handwritten postcard said, in part, "We need to gut (sic) the word out for the snipper (sic) to go after people like you, not real Americans … This voter fraud you propose will get you dead."

An FBI agent noted that the handwriting and stamp were similar to those sent to two members of the U.S. House of Representatives who, along with Wellstone, voted against the October 2002 resolution authorizing the Iraq War.

FBI agents also interviewed a former employee of Executive Aviation, the company that employed the pilots who died in the crash. A heavily redacted report describes a conversation between an FBI agent and the former employee regarding a November 2000 incident at the company's airplane hangar.

At a closed meeting the night of the crash, the NTSB directed the investigation, with assistance from the FBI and law enforcement agencies. During the initial investigation, NTSB investigators noted several problems that the agency would later identify as key factors in the crash, including the plane's low speed, unusual sharp left turn, and the lack of any apparent problems with the plane's equipment.

FBI agents met with the lead investigator for the NTSB the following day and handed over the results of its investigation. The NTSB investigator said the agency would continue to examine the wreckage for any sign of damage to the plane, including the deicing equipment, and would interview local witnesses and investigate any previous issues with Executive Aviation.

The NTSB said it would "advise the FBI if its investigation revealed any indication that the crash was due to anything other than accidental causes."

The Duluth FBI agents and the Evidence Recovery Team left the crash site on October 28, and the FBI files do not refer to any subsequent investigations.

Blodgett said that he was unaware of the FBI's investigation, but said he was not surprised.

"It's actually heartening to hear that they were extremely thorough in following every lead to make sure it was tied up," he said.

The FBI received the NTSB's final report on the plane crash in April 2004. The report brought the FBI's decades-long relationship with Wellstone to an end.

The final document states, "Inasmuch as no indication of criminal activity was indicated after exhaustive examination and analysis by the NTSB which warrants further FBI investigation, this case is considered CLOSED at Minneapolis."

The following article is an entry that appeared on Wikipedia. Within the last 24 hours a major "edit war" broke out and it appeared, at least to me, that the information was being suppressed.

The article goes into depth about a field of espionage that employs a technology known as "silent sound" or "Synthetic telepathy". If you're interested in high tech espionage, this makes for a very good read.

Synthetic Telepathy

Synthetic telepathy also known as techlepathy or psychotronics) is a term used to describe the process in brain-computer interfaces by which human thought (as electromagnetic radiation) is intercepted, processed by computer and a return signal generated that is perceptible by the human brain. (ref 1,2,3,4)

History

In 1967, Edmond M. Dewan published a paper in Nature demonstrating the control of Alpha waves, turning them on and off, to produce Morse code. (ref 5) Using an EEG machine, Dewan and his fellow researchers were able to send words and phrases by thought alone.

In 1976, Robert G. Malech was awarded United States Patent 3951134 for remotely monitoring and altering brainwaves using radio.(ref 6) This patent makes reference to demodulating the waveform, displaying it to an operator for viewing and passing this to a computer for further analysis.

In 1988, Farwell, L.A. & Donchin, D. produced a paper describing a method of transmitting linguistic information using the P300 response system. (ref 7) This system combined matching observed information to what the subject was thinking of. In this case, being able to select a letter from the alphabet that the subject was thinking of. In theory, any input could be used and a lexicon constructed.

United States Patent 6,011,991, granted January 4, 2000, describes a method of monitoring an individual's brain waves remotely, for the purposes of communication. Filed December 7, 1998, the patent outlines a system that monitors an individual's brainwaves via a sensor, then transmits this, specifically by satellite, to a computer for analysis. This analysis would determine if the individual was attempting to communicate a "word, phrase, or thought corresponding to the matched stored normalized signal".(ref 8)

Theory

Approaches to synthetic telepathy can be categorized into two major groups, passive and active. Like sonar, the receiver can take part or passively listen.

Passive reception is the ability to "read" a signal without first broadcasting a signal. This can be roughly equated to tuning into a radio station, the brain generates electromagnetic radiation which can be received at a distance. That distanced is determined by the sensitivity of the receiver, the filters used and the bandwidth required. Most universities would have limited budgets and receivers such as EEG (and similar devices) would be used. A related military technology is the surveillance system TEMPEST, the effective range of which is classified. (ref 9) Given that US Congress attempted to enact a bill in Oct 2001 banning these type of devices as "space weapons", (ref 10) may indicate that fluctuations in the human magnetic field can be intercepted by satellite.

Robert G. Malech's approach requires a modulated signal to be broadcast at the target. The method uses an active signal which is interfered with by the brain's modulation. Thus, the return signal can be used to infer the original brainwave. This approach does expose the transmitter, but is ultimately required for generating return signals that can be processed by the brain.

The research of Farwell, L.A. & Donchin, D, is the first public revelation that could lead to a generic lexicon being developed, however, this is implied in the work of Robert G. Malech in 1976.

Current Research

Current research, as of 2010, is being driven by military for "covert speech", however, given that much of this is unclassified, it would suggest that the bulk of the research was performed much earlier and dedicated to the field of intelligence gathering during the cold war. Additional reports suggest that a version is deployed in combat zones to demoralize enemy troops and a smaller number of reports indicate a potential use to undermine governments and cause public unrest. (ref 11, 12)

Today, the driving force appears to be silent communication with battlefield troops. A mere $4 million was provided to DARPA for the fiscal year 2009/2010 to develop such a system called "Silent Talk". (ref 13) Much of the research is being conducted at The Cognitive NeuroSystems Lab at UC Irvine. (ref 14)

A further $4 million was allocated by the Army to the University of California to investigate computer-mediated "synthetic telepathy".(ref 15) The research aims to detect and analyze the word-specific neural signals, using EEG, which occur before speech is vocalized, and to see if the patterns are generalizable. (ref 16) The research is part of a wider $70 million project that began in 2000 which aims to develop hardware capable of adapting to the behavior of its user.(ref 17)

Quite apart from linguistic information, images have been extracted from the brain. Researchers at Japan's ATR Computational Neuroscience Laboratories have been able to reconstruct images that a subject can currently see. The ultimate goal of the unclassified project is to view both retinal and imagined images in real-time, including dreams. (ref 18)

Computer Mediation

Computer mediation falls into two basic categories, interpretative and interactive.

Interpretative mediation is the passive analysis of signals coming from the human brain. A computer "reads" the signal then compares that signal against a database of signals and their meanings. Using statistical analysis and repetition, false-positives are reduced over time.

Interactive mediation can be in a passive-active mode, or active-active mode. In this case, passive and active denote the method of reading and writing to the brain and whether or not they make use of a broadcast signal. Interactive mediation can also be performed manually or via artificial intelligence.

Manual interactive mediation involves a human operator producing return signals such as speech or images. A.I. mediation leverages the cognitive system of the subject to identify images, pre-speech, objects, sounds and other artifacts, rather than developing A.I. routines to perform such activities. A.I. based systems may incorporate natural language processing interfaces that produce sensations, mental impressions, humor and conversation to provide a mental picture of a computerized personality. Not only can this A.I hold a conversation via the internal monologue but it may also perform routing of information to and from specific groups or individuals. This provides a broad range of potential applications from acting as a communications system to conducting interrogations.

This latter form is currently being researched at UC Irvine for an unclassified US military project. (ref 19) Given the high value to espionage and counter-terrorism, it is likely that such a system is already deployed in a classified manner.

Military Uses

In a military context, the first obvious uses is to both read and write information to the internal monologue. This provides two major areas of interest, the first being two-way communication for field agents and the second is the intelligence gathering and interrogation. A fundamental problem arises when using the system for communication purposes, in that, it is impossible to authenticate the source of the transmission. Synthetic telepathy has limited uses as a communication system unless direct-contact headset systems are used and supported by encrypted channels. As such, standard radios are more effective in combat situations. Synthetic telepathy also requires the thought stream to be processed which results in a minor lapse of attention, rather like a daydream, that could have deadly consequences on the battlefield.

With respect to intelligence gathering and interrogations, synthetic telepathy has a wide range of drawbacks and limitations. Contrary to popular belief, synthetic telepathy does not provide the ability to read a person's mind or memories. What it does provide is the ability to read the internal monologue (or anything that causes electrical change/radiation) and the trick is to get the subject to "voice" their memories and cross-reference that with their emotional state. In other words, basic psychological manipulation is a key factor and makes the technology not much more reliable than a standard lie-detector test. In practice, passive monitoring of the internal monologue over a long time period (months-years) is probably the most effective method of intelligence gathering.

The capability to put a person into a state of hypnosis is often touted by conspiracy theorists. In actual fact, the suggestive capabilities of synthetic telepathy use a different mechanism, basic impulses and sensations. This is merely a different form of writing to the brain. To formulate thought, the brain has a pipeline through which information is processed. (ref 20) At its most basic, impulses guide human behavior and manipulation of these impulses provides a strategic advantage in both combat and political situations. By altering the motivational factors of a target subject or group, it makes it easier to guide their higher level decision making processes.

Crowd or riot control can be achieved by generating impulses that are essentially common to all humans, resulting in the dispersion of crowds or a willingness to co-operate with authorities. This type of synthetic telepathy is arguably a political tool as it suppresses dissent. (ref 21)

Amnesia (retrograde and anterograde) can be induced as any active signal is essentially interferring with normal operations of the brain. Thus, transfer from shortterm to longterm memory can be inhibited. (ref 22) Vision and auditory systems could also be compromised, as with any neural processing system, corruption of the inputs would result in halucinations, much like the effects of LSD. With a proper interface to such regions, events such as "alien abductions" or "seeing God" could be faked quite readily and "mental illness" used as a cover for the extraction of information. (ref 23, 24, 25)

Silent Sound Spread Spectrum (SSSS/S-Quad)

ITV News Service, in March 1991, produced a report of ultrasound piggybacked on a commercial radio broadcast (100Mhz) aimed at entraining the brains of Iraqi troops and creating feelings of despair. (ref 26) This has been related to United States Patent 5,159,703 awarded to Oliver M. Lowery which refers to a "silent communications system in which nonaural carriers, in the very low or very high audio frequency range or in the adjacent ultrasonic frequency spectrum, are amplitude or frequency modulated with the desired intelligence and propagated acoustically or vibrationally, for inducement into the brain, typically through the use of loudspeakers, earphones or piezoelectric transducers."(ref 27)

Human hearing is roughly in the range of 20Hz-20,000Hz (20 kHz), although a human adult will lose the ability to hear the higher ranges as they grow older. In addition, most cheap radios have a limited frequency response range (ref 28) that will be unable to reproduce silent sound as encoded originally making it ineffective.

As such, an alternative explanation for the effectiveness of S-Quad is provided in human biology:

1. Cells amplifying radio signals at certain frequencies.
2. Cells can demodulate voice on a basic carrier wave.

This is not as strange as it seems, it has been noted for a long time that fillings, or dental braces, can result in radio stations being heard in the mouth of an individual. (ref 29)

Mind Control

Conspiracy theory and popular science fiction would have the world believe that the human mind can be remotely controlled. That individuals can be turned into mindless automatons and directly controlled by computers to produce sleepers or assassins. (ref 30) The reality is much less clear.

Interfacing remotely to write to the brain is performed using electrical interference rather like crosstalk (electronics). (ref 31) Much like a drill next to a television, the interference pattern is processed by the brain as information, a variant which induces sensations and feelings is known as Transcranial Magnetic Stimulation. (ref 32) As such, an externally generated monologue will be weaker than the internal monologue of the target subject due to a lesser signal strength. An over-powering signal would interrupt a wide range of neural functions that could impact critical autonomic systems resulting in death.

Two possible methods exist that could result in an individual killing another through the use of synthetic telepathy. The first is to leverage the natural behavior of the target subject, that is, use an individual who would kill another. The second is to induce psychotic symptoms and diminish their mental control (ref 33, 34) In both cases, the underlying mechanics are the same, to provide impulses and sensations that urge the individual to commit murder. This is not hypnosis, but merely physiological manipulation without the knowledge of the target.

Another area of interest and arguably more feasible, is the manipulation of political figures. (ref 35)Thoughts, sensations and impulses can be combined to influence political and personal decision making processes. A similar process can be used to effect the population at large to drive agendas or to maintain power for certain groups, undermining free will and self-expression. (ref 36) As the technology matures and expands to regimes throughout the globe, this will be a major source of concern for governments world-wide.

Finally, we come to the area of interrogations which can be conducted remotely whilst an individual or groups is conducting their normal daily business. The internet is saturated with such reports (ref 37) and as a possible side-effect is psychosis, it is quite likely that at least some of them are accurate.

In Law

The term "psychotronic", short for psycho-electronic ( ref 38) was used in the proposed Bill H.R. 2977 Space Preservation Act of 2001, which listed "psychotronic" as a list of possible spaceborne weapons which would be banned by the Act (ref 39)

In 2001, President Vladimir V. Putin signed into law a bill making it illegal to employ "electromagnetic, infrasound ... radiators" and other weapons of "psychotronic influence" with intent to cause harm.

As a completely unnatural event, it is arguable that this type of technology when employed in interrogations would be classified as "cruel or unusual". Further to this, A.I. mediated events such as mock executions or death threats would also violate the Geneva convention, International law and laws of most nations in the developed world. Counter-claims focusing on National Security would be invalid as criminal activity is, in itself, a gross violation of National Security

The European Parliament adopted a resolution on January 28, 1999[38], 28.1.99 Environment, security and foreign affairs A4-0005/99:

23. Calls on the European Union to seek to have the new 'non-lethal' weapons technology and the development of new arms strategies also covered and regulated by international conventions.

27. Calls for an international convention introducing a global ban on all developments and deployments of weapons which might enable any form of manipulation of human beings.


In The Media

60 Minutes correspondent Lesley Stahl interviewed Tom Mitchell of Carnegie Mellon University on his work in "Thought Identification" using fMRI. (ref 40) The segment, published Jan. 4, 2009 and available on the CBS website, shows associate producer Meghan Frank having his thoughts identified by computer. (ref 41) The segment shows that a generalizable pattern exists in the human brain that can be used to identify thoughts without training a computer for each individual with 100% accuracy.

1. What are State Crimes Against Democracy (SCADs)?

I coined the term “State Crimes Against Democracy” in a peer-reviewed article published by Administrative Theory & Praxis, the journal of the Public Administration Theory Network. SCADs are defined as “concerted actions or inactions by government insiders intended to manipulate democratic processes and undermine popular sovereignty.” Until recently, scholarly research on political criminality has given little attention to antidemocratic conspiracies in high office, focusing instead on graft, bribery, embezzlement, and other forms of government corruption where the aim is personal enrichment rather than social control, partisan advantage, or political power. However, SCADs are far more dangerous to democracy than these other, more mundane forms of political criminality because of their potential to subvert political institutions and entire governments or branches of government.

2. What are some examples of SCADs in recent U.S. history?

Examples of SCADs that have been officially proven include the Watergate break-ins and cover up; the secret wars in Laos and Cambodia; the illegal arms sales and covert operations in Iran-Contra; and the effort to discredit Joseph Wilson by revealing his wife's status as an intelligence agent. Examples of suspected SCADs include the fabricated attacks on U.S. ships in the Gulf of Tonkin in 1964; the "October Surprises" in the presidential elections of 1968 and 1980; the assassinations of John Kennedy, Robert Kennedy, and Martin Luther King; the attempted assassinations of George Wallace and Ronald Reagan; the election breakdowns in 2000 and 2004; the numerous defense failures on 9-11-2001; the anthrax mailings in October 2001; and the misrepresentation of intelligence to justify the invasion and occupation of Iraq.

3. Are suspicions about SCADs “conspiracy theories”?

The concept of State Crimes against Democracy was developed, in part, to replace the term "conspiracy theory.” The conspiracy-theory literature about assassinations, 9/11, and other suspicious events has generally examined each event in isolation. The SCAD construct was introduced to move inquiry beyond incident-specific theorizing. It delineates a crime category comparable to white collar crime, organized crime, and hate crime. SCAD research looks for patterns across events. The objective is to develop (a) an empirically grounded theory of elite political criminality, (b) forensic methods for SCAD detection and investigation, and (c) political reforms to discourage SCADs from being committed in the first place.

4. Why are SCADs difficult to detect?

SCADs are usually complex conspiracies involving people with expertise in law, law enforcement, and police procedures. Ordinary crimes are often solved by pressuring criminals to inform on one another, but this may be impossible with SCADs because they are often organized like covert intelligence operations. Each element of the operation is compartmentalized, and information about participant roles is shared only on a need-to-know basis.

5. Why are SCAD suspects seldom convicted and punished? [TIs Head UP!]

One reason SCADs often go unpunished is that the agencies assigned to investigate what may be high crimes often bear some blame or have some connection to the events in question; hence, personnel in these agencies are inevitably tempted to conceal evidence that would implicate or embarrass the agencies or their top managers. In the investigation of the assassination of President Kennedy, for example, both the FBI and the CIA concealed evidence of their contacts with Lee Harvey Oswald and Jack Ruby (Talbot, 2007). Likewise, in response to the inquiry into the defense failures surrounding 9-11, the Department of Defense appears to have withheld from the 9-11 Commission evidence that military intelligence agents had uncovered the 9-11 hijackers' activities well in advance of September 2001. SCAD investigations and prosecutions are also impeded by Presidential pardons and commutations. Gerald Ford pardoned Richard Nixon without even allowing a full investigation into all of Nixon's possible crimes. Similarly, George H.W. Bush pardoned the Iran-Contra conspirators and effectively prevented further investigation of his own role in the affair. George W. Bush appears to have had similar motives with respect to Scooter Libby. In commuting Libby's sentence rather than issuing a pardon, Bush made it impossible for Congress to compel Libby's testimony in any further inquiry into Plame's exposure......continued.

We may not have been noted by certain other New York media outlets for Graham Rayman's groundbreaking series, The NYPD Tapes, but there's one outlet that did manage to get the story of Graham's story correct: NPR and Chicago Public Radio's long-running, cult-following fueled This American Life, who did an entire segment on The NYPD Tapes this weekend.

This American Life, Episode 414, "Right to Remain Silent," is described on their site thusly:

NYT Pu$hE$ CoNFrOnTaTiOn WiTh IrAn - By Robert Parry

Apparently having learned no lessons from the Iraq WMD debacle, the New York Times is pushing for a heightened confrontation with Iran, slipping into the same kind of hysteria that it and other major U.S. news organizations displayed in 2002 and 2003.

In its latest neocon-styled editorial – commenting on a new critical report about Iran’s growing truculence toward nuclear inspectors – the Times concluded with this judgment:

“Tehran, predictably, insists it is not building a [nuclear] weapon. Its refusal to halt enrichment and cooperate with the I.A.E.A. [International Atomic Energy Agency] makes that ever more impossible to believe.”

Beyond the grammatical point that “impossible” like “unique” is an absolute adjective that can’t be modified, the Times misses the point that its previous over-the-top hostility toward Iran – evidenced in its news columns as well as its opinion pages – has helped create the dynamic that is driving the standoff over Iran’s nuclear program to a crisis point.

Amazingly, the Washington Post, usually an even more reliably neocon bastion than the Times, offered a more thoughtful assessment in its own Friday editorial on the same topic. The Post noted that the most promising area for negotiation with Iran was its past willingness to swap some of its low-enriched uranium for more highly enriched isotopes for medical purposes.

But the Post observed that delays in reaching an agreement over a proposed swap of 1,200 kilograms of low-enriched uranium – combined with the steady increase in Iran’s stockpile – “has greatly complicated the prospects.”

The Post said that “when the deal was first proposed, Iran would have given up more than two-thirds of its stockpile and would have been left with less than the amount needed for one bomb. To achieve the same effect, Tehran would now have to be induced to nearly double the amount of low-enriched uranium it turned over.”

The Post noted that Iran currently has enough low-enriched uranium to build two nuclear bombs, if it chose to bring the refinement up to much higher levels and committed itself to design and construct a nuclear weapon.

However, what the Post – and the Times – don’t mention in their two lead editorials is that they and their neocon friends were instrumental in frustrating President Barack Obama’s initial efforts to reach an agreement on the fuel swap last year and that they then helped sabotage a parallel deal negotiated by the leaders of Brazil and Turkey earlier this year.

Turkish Prime Minister Recep Tayyip Erdogan and Brazilian President Luiz Inácio Lula da Silva persuaded Iranian President Mahmoud Ahmadinejad to accept the swap agreement in May, completing the negotiations that the Obama administration had begun...continued. 

So, this is where the biased journalism of the Times and the Post -- especially regarding Iran’s 2009 election (click here or here for details) -- has led the world, to the brink of another Middle East conflict.

Having brushed aside the disaster in Iraq and the related bungled war in Afghanistan, the neocons and their allies appear to remain the chief arbiters and the leading architects of U.S. foreign policy.

Tony Robbins Is Warning That An Economic Collapse Is Coming

Are You Prepared For The Coming Economic Collapse And The Next Great Depression? Like almost everyone is warning of a coming economic collapse these days. Do you remember Tony Robbins? He is probably the world's best known "motivational speaker" and his infomercials dominated late night television during the 80s and 90s. So is Tony Robbins right about what is coming?

Yup.......An economic collapse is coming......You need to get prepared.

For those not familiar with my previous articles, let's review just some of the reasons why America is headed towards an economic nightmare of unprecedented proportions....

The National Debt - The U.S. government has accumulated a national debt that is rapidly approaching the 14 trillion dollar mark. According to Democrat Erskine Bowles, one of the heads of Barack Obama's national debt commission, if we continue on the path we are on the U.S. government will be spending $2 trillion just for interest on the national debt by 2020.

State And Local Debt - Many of America's state and local governments may be in even worse financial shape than the federal government is. In fact, some state and local governments are in such a financial mess that they have starting cutting off even the most essential services.

Consumer Debt - The total amount of consumer debt that Americans have accumulated now stands at approximately 11.7 trillion dollars.

The Trade Deficit - The U.S. trade deficit has exploded to nightmarish proportions over the past two decades. Every single month tens of billions more dollars flows out of the country than flows into it. The rest of the world is literally bleeding us dry in slow motion.

No Jobs - Today it takes the average unemployed American over 8 months to find a job. The number of Americans receiving long-term unemployment benefits has risen over 60 percent in just the past year.

The Credit Crunch - The U.S. is experiencing a credit crunch unlike anything it has seen since the Great Depression. Lending has really, really dried up, but without loans our economic system cannot function properly.

The Housing Crisis - Even with mortgage rates at historic lows, a shockingly low number of Americans are buying houses. There has been a total collapse in home sales since the home buyer tax credit expired. At the same time, mortgage defaults, foreclosures and home repossessions by banks continue to set new all-time records.

Rising Bankruptcies - Nationwide, bankruptcy filings rose 20 percent in the 12-month period ending June 30th.

Rising Poverty - One out of every eight Americans and one out of every four American children are now on food stamps. Approximately 50 million Americans couldn't even afford to buy enough food to stay healthy at some point last year.

The Coming Pension Crisis - America is facing a pension crisis that is so nightmarish that it is almost impossible to adequately describe it. State and local government pension plans are woefully underfunded, dozens of large corporate pension plans either have collapsed or are on the verge of collapsing, Social Security is a complete and total financial disaster and about half of all Americans essentially have nothing saved up for retirement.

The Derivatives Bubble - Our financial system has become a gigantic gambling parlor and we have allowed a horrific derivatives bubble to develop that could destroy the entire world economy if it ever bursts. Nobody knows exactly how big the derivatives bubble is, but low estimates place it at around 600 trillion dollars and high estimates put it at around 1.5 quadrillion dollars. Once that bubble pops there simply will not be enough money in the entire world to fix it.

The Federal Reserve - The Federal Reserve has devalued the U.S. dollar by over 95 percent since 1913 and it has been used to create the biggest mountain of government debt in the history of the world. There are many economists who would argue that the Federal Reserve is at the very core of our economic problems.

The truth is that these problems did not develop overnight, and they are not going to be solved overnight either. Perhaps our economic future is best summed up by this one statement that economist Paul Krugman recently made...."America is now on the unlit, unpaved road to nowhere."

It would be great if I could write about America's bright economic future and the unlimited prosperity that is ahead for all of us, but that would be a lie. We are headed for an economic collapse....It is going to be painful....It is time to get prepared.

It is unsurprising that the 9/11 attack fostered a massive expansion of America’s already sprawling Surveillance State. But what is surprising, or at least far less understandable, is that this growth shows no signs of abating even as we approach almost a full decade of emotional and temporal distance from that event.

The spate of knee-jerk legislative expansions in the immediate aftermath of the 9/11 trauma — the USA-PATRIOT Act — has actually been exceeded by the expansions of the last several years — first secretly and lawlessly by the Bush administration, and then legislatively and out in the open once Democrats took over control of the Congress in 2006. Simply put, there is no surveillance power too intrusive or unaccountable for our political class provided the word “terrorism” is invoked to “justify” those powers.

The More-Surveillance-Is-Always-Better Mindset

Illustrating this More-Surveillance-is-Always-Better mindset is what happened after The New York Times revealed in December, 2005 that the Bush administration had ordered the National Security Agency to eavesdrop on American citizens without the warrants required by law and without any external oversight at all. Despite the fact that the 30-year-old FISA law made every such act of warrantless eavesdropping a felony, “punishable by a fine of not more than $10,000 or imprisonment for not more than five years, or both,” and despite the fact that all three federal judges who ruled on the program’s legality concluded that it was illegal, there was no accountability of any kind.

The opposite is true: the telecom corporations which enabled and participated in this lawbreaking were immunized by a 2008 law supported by Barack Obama and enacted by the Democratic Congress. And that same Congress twice legalized the bulk of the warrantless eavesdropping powers which The New York Times had exposed: first with the 2007 Protect America Act, and then with the 2008 FISA Amendments Act, which, for good measure, even added new warrantless surveillance authorities.

Not even revelations of systematic abuse can retard the growth of the Surveillance State or even bring about some modest accountability. In 2007, the Justice Department’s own Inspector General issued a report documenting continuous abuses by the FBI of a variety of new surveillance powers vested by the Patriot Act, particularly the ability to obtain private, invasive records about Americans without the need for any judicial supervision (via so-called “National Security Letters” (NSLs). The following year, FBI Director Robert Mueller confirmed ongoing abuses subsequent to the time period covered by the initial IG report.

Again, the reaction of the political class in the face of these revelations was not only to resist any accountability but to further expand the very powers being abused. When then-candidate Obama infuriated many of his supporters in mid-2008 by announcing his support for the warrantless–surveillance expanding FISA Amendments Act, he assured everyone that he did so “with the firm intention — once [he’s] sworn in as President — to have [his] Attorney General conduct a comprehensive review of all our surveillance programs, and to make further recommendations on any steps needed to preserve civil liberties and to prevent executive branch abuse in the future.”

Not only has nothing like that occurred, but Congress has twice brushed aside the privacy and abuse concerns about the Patriot Act highlighted by the DOJ’s own report and long raised by Senator Russ Feingold. They did so when voting overwhelmingly to extend the provisions of that law unchanged: first in 2006 by a vote of 89-10, and again this year — with the overt support of the Obama administration — when it once again extended the Patriot Act without even a single added oversight protection.

Even after The New York Times in 2009 twice revealed substantial and serious abuses in the very warrantless eavesdropping powers which Obama voted to enact, the administration and the Congress show no interest whatsoever in imposing any added safeguards. The logic of the Surveillance State is that more is always better: not just more powers, but in increasingly unchecked form......continued

The Washington Post has unveiled its comprehensive, alarming, and much-anticipated report on "Top Secret America." The dedicated site details the billions of dollars in private, for-profit intelligence operations that have emerged since Sept. 11, 2001, which the Post calls our "fourth branch" of government. Led by reporters William Arkin and Pulitzer Prize-winner Dana Priest, the investigation was two years in the making and shook up the vast U.S. intelligence community even before it was released. The "Top Secret America" website includes articles, videos, interactive features, and maps all begging to be explored. But here's the executive summary.

* The Intelligence-Industrial Complex Priest and Arkin write, "This is not exactly President Dwight D. Eisenhower's 'military-industrial complex,' which emerged with the Cold War and centered on building nuclear weapons to deter the Soviet Union. This is a national security enterprise with a more amorphous mission: defeating transnational violent extremists. Much of the information about this mission is classified. That is the reason it is so difficult to gauge the success and identify the problems of Top Secret America, including whether money is being spent wisely. ... the Bush administration and Congress gave agencies more money than they were capable of responsibly spending. ... In all, at least 263 organizations have been created or reorganized as a response to 9/11. Each has required more people, and those people have required more administrative and logistic support. ... With so many more employees, units and organizations, the lines of responsibility began to blur."

* Our Fourth Branch The introductory video states, "In response to 9/11, a fourth branch has emerged. It is protected from public scrutiny by overwhelming secrecy. ... It has become so big, and the lines of responsibility so blurred, that even our nation's leaders don't have a handle on it. Where is it? It's being built from coast to coast, hidden within some of America's most familiar cities and neighborhoods. In Colorado, in Nebraska, in Texas, in Florida, in the suburbs of Washington, DC. Top Secret America includes hundreds of federal departments and agencies operating out of 1300 facilities around this country. They contract of nearly 2,000 companies. In all, more people than live in our nation's capital have top secret security
clearance." The screen flashes "850,000 Americans with top secret clearance."

* Why This Is Dangerous The Post's editors write in an introductory note, "When it comes to national security, all too often no expense is spared and few questions are asked - with the result an enterprise so massive that nobody in government has a full understanding of it. It is, as Dana Priest and William M. Arkin have found, ubiquitous, often inefficient and mostly invisible to the people it is meant to protect and who fund it. ... Within a responsible framework, our objective is to provide as much information as possible, so readers gain a real, granular understanding of the scale and breadth of the top-secret world we are describing."

* 5 Points on the Private Spy Industry's Huge Size Priest and Arkin write, "(1) Some 1,271 government organizations and 1,931 private companies work on programs related to counterterrorism, homeland security and intelligence in about 10,000 locations across the United States. (2) An estimated 854,000 people, nearly 1.5 times as many people as live in Washington, D.C., hold top-secret security clearances. (3) In Washington and the surrounding area, 33 building complexes for top-secret intelligence work are under construction or have been built since September 2001. Together they occupy the equivalent of almost three Pentagons or 22 U.S. Capitol buildings - about 17 million square feet of space. (4) Many security and intelligence agencies do the same work, creating redundancy and waste. For example, 51 federal organizations and military commands, operating in 15 U.S. cities, track the flow of money to and from terrorist networks. (5) Analysts who make sense of documents and conversations obtained by foreign and domestic spying share their judgment by publishing 50,000 intelligence reports each year - a volume so large that many are routinely ignored."

* How This Size Makes National Security Impossible Priest and Arkin explain:

Underscoring the seriousness of these issues are the conclusions of retired Army Lt. Gen. John R. Vines, who was asked last year to review the method for tracking the Defense Department's most sensitive programs. Vines, who once commanded 145,000 troops in Iraq and is familiar with complex problems, was stunned by what he discovered.

"I'm not aware of any agency with the authority, responsibility or a process in place to coordinate all these interagency and commercial activities," he said in an interview. "The complexity of this system defies description."

The result, he added, is that it's impossible to tell whether the country is safer because of all this spending and all these activities. "Because it lacks a synchronizing process, it inevitably results in message dissonance, reduced effectiveness and waste," Vines said. "We consequently can't effectively assess whether it is making us more safe."

It's about who is in charge of cyber security, and how much control the government will exert over civilian networks. And by beating the drums of war, the military is coming out on top.

"The United States is fighting a cyberwar today, and we are losing," said former NSA director -- and current cyberwar contractor -- Mike McConnell. "Cyber 9/11 has happened over the last ten years, but it happened slowly so we don't see it," said former National Cyber Security Division director Amit Yoran. Richard Clarke, whom Yoran replaced, wrote an entire book hyping the threat of cyberwar. 

General Keith Alexander, the current commander of the U.S. Cyber Command, hypes it every chance he gets. This isn't just rhetoric of a few over-eager government officials and headline writers; the entire national debate on cyberwar is plagued with exaggerations and hyperbole.

Googling those names and terms -- as well as "cyber Pearl Harbor," "cyber Katrina," and even "cyber Armageddon" -- gives some idea how pervasive these memes are. Prefix "cyber" to something scary, and you end up with something really scary.

Cyberspace has all sorts of threats, day in and day out. Cybercrime is by far the largest: fraud, through identity theft and other means, extortion, and so on. Cyber-espionage is another, both government- and corporate-sponsored. Traditional hacking, without a profit motive, is still a threat. So is cyber-activism: people, most often kids, playing politics by attacking government and corporate websites and networks.

These threats cover a wide variety of perpetrators, motivations, tactics, and goals. You can see this variety in what the media has mislabeled as "cyberwar." The attacks against Estonian websites in 2007 were simple hacking attacks by ethnic Russians angry at anti-Russian policies; these were denial-of-service attacks, a normal risk in cyberspace and hardly unprecedented. 

A real-world comparison might be if an army invaded a country, then all got in line in front of people at the DMV so they couldn't renew their licenses. If that's what war looks like in the 21st century, we have little to fear.

Similar attacks against Georgia, which accompanied an actual Russian invasion, were also probably the responsibility of citizen activists or organized crime. A series of power blackouts in Brazil was caused by criminal extortionists -- or was it sooty insulators? China is engaging in espionage, not war, in cyberspace. And so on.

One problem is that there's no clear definition of "cyberwar." What does it look like? How does it start? When is it over? Even cybersecurity experts don't know the answers to these questions, and it's dangerous to broadly apply the term "war" unless we know a war is going on.

Yet recent news articles have claimed that China declared cyberwar on Google, that Germany attacked China, and that a group of young hackers declared cyberwar on Australia. (Yes, cyberwar is so easy that even kids can do it.) Clearly we're not talking about real war here, but a rhetorical war: like the war on terror.

We have a variety of institutions that can defend us when attacked: the police, the military, the Department of Homeland Security, various commercial products and services, and our own personal or corporate lawyers. The legal framework for any particular attack depends on two things: the attacker and the motive. Those are precisely the two things you don't know when you're being attacked on the Internet. We saw this on July 4 last year, when U.S. and South Korean websites were attacked by unknown perpetrators from North Korea -- or perhaps England. Or was it Florida?

We surely need to improve our cybersecurity. But words have meaning, and metaphors matter. There's a power struggle going on for control of our nation's cybersecurity strategy, and the NSA and DoD are winning. If we frame the debate in terms of war, if we accept the military's expansive cyberspace definition of "war," we feed our fears.

We reinforce the notion that we're helpless -- what person or organization can defend itself in a war? -- and others need to protect us. We invite the military to take over security, and to ignore the limits on power that often get jettisoned during wartime.

If, on the other hand, we use the more measured language of cybercrime, we change the debate. Crime fighting requires both resolve and resources, but it's done within the context of normal life. We willingly give our police extraordinary powers of investigation and arrest, but we temper these powers with a judicial system and legal protections for citizens.

We need to be prepared for war, and a Cyber Command is just as vital as an Army or a Strategic Air Command. And because kid hackers and cyber-warriors use the same tactics, the defenses we build against crime and espionage will also protect us from more concerted attacks. But we're not fighting a cyberwar now, and the risks of a cyberwar are no greater than the risks of a ground invasion. We need peacetime cyber-security, administered within the myriad structure of public and private security institutions we already have.
