Sunday Times Report on US Government Ties to al-Qaeda Squashed...WHY?

FBI whistle-blower Sibel Edmonds was described as "the most gagged person in the history of the United States" by the American Civil Liberties Union. Was the Sunday Times pressured to drop its investigation into her revelations?

A whistleblower has revealed extraordinary information on the U.S. government’s support for international terrorist networks and organized crime. The government has denied the allegations yet gone to extraordinary lengths to silence her. Her critics have derided her as a fabulist and fabricator. But now comes word that some of her most serious allegations were confirmed by a major European newspaper only to be squashed at the request of the U.S. government.

In a recent book Classified Woman, Sibel Edmonds, a former translator for the FBI, describes how the Pentagon, CIA and State Department maintained intimate ties to al-Qaeda militants as late as 2001. Her memoir, Classified Woman: The Sibel Edmonds Story, published last year, charged senior government officials with negligence, corruption and collaboration with al Qaeda in illegal arms smuggling and drugs trafficking in Central Asia.

In interviews with this author in early March, Edmonds claimed that Ayman al-Zawahiri, current head of al Qaeda and Osama bin Laden’s deputy at the time, had innumerable, regular meetings at the U.S. embassy in Baku, Azerbaijan, with U.S. military and intelligence officials between 1997 and 2001, as part of an operation known as ‘Gladio B’. Al-Zawahiri, she charged, as well as various members of the bin Laden family and other mujahideen, were transported on NATO planes to various parts of Central Asia and the Balkans to participate in Pentagon-backed destabilisation operations.

According to two Sunday Times journalists speaking on condition of anonymity, this and related revelations had been confirmed by senior Pentagon and MI6 officials as part of a four-part investigative series that were supposed to run in 2008. The Sunday Times journalists described how the story was inexplicably dropped under the pressure of undisclosed “interest groups”, which, they suggest, were associated with the U.S. State Department.

Shooting the Messenger

Described by the American Civil Liberties Union as the “most gagged person in the history of the United States of America,” Edmonds studied criminal justice, psychology and public policy at George Washington and George Mason universities. Two weeks after the 9/11 terrorist attacks, her fluency in Turkish, Farsi and Azerbaijani earned her an FBI contract at the Washington DC field office. She was tasked with translating highly classified intelligence from operations against terrorism suspects in and outside the U.S..

In the course of her work, Edmonds became privy to evidence that U.S. military and intelligence agencies were collaborating with Islamist militants affiliated with al-Qaeda, the very forces blamed for the 9/11 attacks – and that officials in the FBI were covering up the evidence. When Edmonds complained to her superiors, her family was threatened by one of the subjects of her complaint, and she was fired. Her accusations of espionage against her FBI colleagues were eventually investigated by the Justice Department's Office of the Inspector General which did not give details about the allegations as they remained classified.

Although no final conclusions about the espionage allegations were reached, the Justice Department concluded that many of Edmonds’ accusations “were supported, that the FBI did not take them seriously enough and that her allegations were, in fact, the most significant factor in the FBI’s decision to terminate her services.”

When she attempted to go public with her story in 2002, and again in 2004, the U.S. government silenced Edmonds by invoking a legal precedent known as “state secrets privilege”a near limitless power to quash a lawsuite based solely on the government’s claim that evidence or testimony could divulge information that might undermine “national security.” Under this doctrine, the government sought to retroactively classify basic information concerning Edmonds’s case already in the public record, including, according to the New York Times, “what languages Ms. Edmonds translated, what types of cases she handled, and what employees she worked with, officials said. Even routine and widely disseminated information — like where she worked — is now classified.”

Although certainly not the first invocation of “state secrets privilege”, since the Edmonds case the precedent has been used repeatedly in the post-9/11 era under both the Bush and Obama administrations to shield the U.S. government from court scrutiny of rendition, torture, warrantless wiretapping, as well as the President’s claimed war powers.

Other intelligence experts agree that Edmonds had stumbled upon a criminal conspiracy at the heart of the American judicial system. In her memoirs, she recounts that FBI Special Agent Gilbert Graham, who also worked in the Washington field office on counter-intelligence operations, told her over a coffee how he “ran background checks on federal judges” in the “early nineties for the bureau… If we came up with shit – skeletons in their closets – the Justice Department kept it in their pantry to be used against them in the future or to get them to do what they want in certain cases – cases like yours.”A redacted version of Graham’s classified protected disclosure to the Justice Department regarding these allegations, released in 2007, refers to the FBI’s “abuse of authority” by conducting illegal wiretapping to obtain information on U.S. public officials.

Incubating Terror

Five years ago, Edmonds revealed to the Sunday Times that an unidentified senior U.S. State Department official was on the payroll of Turkish agents in Washington, passing on nuclear and military secrets. “He was aiding foreign operatives against U.S. interests by passing them highly classified information, not only from the State Department but also from the Pentagon, in exchange for money, position and political objectives”, Edmonds told the paper. She reported coming across this information when listening to suppressed phone calls recorded by FBI surveillance, marked by her colleague Melek Can Dickerson as “not pertinent”.

In the Sunday Times exposé, Edmonds described a parallel organisation in Israel cooperating with the Turks on illegal weapons sales and technology transfers. Between them, Israel and Turkey operated a range of front companies incorporated in the U.S. with active “moles in sensitive military and nuclear institutions”, supported by U.S. officials, in order to sell secrets to the highest bidder. One of the buyers was Pakistan’s Inter Services Intelligence (ISI) – which often used its Turkish allies, according to the Times, “as a conduit… because they were less likely to attract suspicion.”

The Pakistani operation was, the paper reported, “led by General Mahmoud Ahmad, then the ISI chief” from 1999 to 2001, when the agency helped train, supply and coordinate the Afghan Taliban and gave sanctuary to their Arab allies brought together in the coalition named al-Qaeda. Ahmad, as the Times noted, “was accused [by the FBI] of sanctioning a $100,000 wire payment to Mohammed Atta, one of the 9/11 hijackers, immediately before the attacks.”

According to Indian intelligence officials, they had assisted the FBI in “tracing and establishing” the financial trail between the General and the chief hijacker. The discovery was, they allege, the real reason behind the General’s sudden retirement in October 2001. The Pakistani daily, The News, reported on 10th September 2001 that the ISI chief held several “mysterious meetings at the Pentagon and National Security Council” that week, including with CIA director George Tenet.

In an interview with this author in March, Edmonds raised the question of whether U.S. officials’ liaisons with an espionage network overseen by Ahmad, and the FBI’s suppression of related intelligence, played a role in facilitating the attacks.

Following 9/11, a number of the foreign operatives were taken in for questioning by the FBI on suspicion that they knew about or somehow aided the attacks”, reported the Sunday Times. The paper related that according to Edmonds, the senior State Department official received a call from a foreign agent under FBI surveillance asking for help to “get them out of the U.S. because we can’t afford for them to spill the beans.” The official promised “he would ‘take care of it’.”

Edmonds told this author that high-level corruption compromised the ability of the U.S. intelligence community to pursue ongoing investigations of those planning the 9/11 attacks. “It was precisely those militants that were incubated by some of America’s key allies”, she said. Corruption helped guarantee Congressional silence when that incubation strategy backfired in the form of 9/11. “Both Republican and Democratic representatives in the House and Senate came up in FBI counterintelligence investigations for taking bribes from foreign agents”, she said.

Al-Qaeda: Enemy or Asset?

In her interview, Edmonds insisted that after its initial exposé, the Times‘ investigation had gone beyond such previous revelations, and was preparing to disclose her most startling accusations. Among these, Edmonds described how the CIA and the Pentagon had been running a series of covert operations supporting Islamist militant networks linked to Osama bin Laden right up to 9/11, in Central Asia, the Balkans and the Caucasus.

While it is widely recognized that the CIA sponsored bin Laden’s networks in Afghanistan during the Cold War, U.S. government officials deny any such ties existed. Others claim these ties were real, but were severed after the Soviet Union collapsed in 1989.

But according to Edmonds, this narrative is false. “Not just bin Laden, but several senior ‘bin Ladens’ were transported by U.S. intelligence back and forth to the region in the late 1990s through to 2001″, she told this author, “including Ayman al-Zawahiri” – Osama bin Laden’s right-hand-man who has taken over as al-Qaeda’s top leader.

In the late 1990s, all the way up to 9/11, al-Zawahiri and other mujahideen operatives were meeting regularly with senior U.S. officials in the U.S. embassy in Baku to plan the Pentagon’s Balkan operations with the mujahideen,” said Edmonds. “We had support for these operations from Pakistan and Saudi Arabia, but the U.S. oversaw and directed them. They were being run from a secret section of the Pentagon with its own office”.

Edmonds clarified, “the FBI counterintelligence investigation which was tracking these targets, along with their links to U.S. officials, was known as ‘Gladio B’, and was kickstarted in 1997. It so happens that Major Douglas Dickerson” – the husband of her FBI co-worker Melek whom she accused of espionage – “specifically directed the Pentagon’s ‘Gladio’ operations in Kazakhstan and Turkmenistan at this time.”

In testimony under oath, Edmonds has previously confirmed that Major Doug Dickerson worked for the Pentagon’s Defense Intelligence Agency (DIA) under the weapons procurement logistics division on Turkey and Central Asia, and with the Office of Special Plans (OSP) overseeing policy in Central Asia.

Gladio B

Edmonds said that the Pentagon operations with Islamists were an “extension” of an original ‘Gladio’ programme uncovered in the 1970s in Italy, part of an EU-wide NATO covert operation that began as early as the 1940s. As Swiss historian Dr. Daniele Ganser records in his seminal book, NATO’s Secret Armies, an official Italian parliamentary inquiry confirmed that British MI6 and the CIA had established a network of secret “stay-behind” paramilitary armies, staffed by fascist and Nazi collaborators. The covert armies carried out terrorist attacks throughout Western Europe, officially blamed on Communists in what Italian military intelligence called the ‘strategy of tension’.

You had to attack civilians, the people, women, children, innocent people, unknown people far removed from any political game” explained Gladio operative Vincenzo Vinciguerra during his trial in 1984. “The reason was quite simple. They were supposed to force these people… to turn to the State to ask for greater security.

While the reality of Gladio’s existence in Europe is a matter of historical record, Edmonds contended the same strategy was adopted by the Pentagon in the 1990s in a new theatre of operations, namely, Asia. “Instead of using neo-Nazis, they used mujahideen working under various bin Ladens, as well as al-Zawahiri”, she said.

The last publicly known Gladio meeting occurred in NATO’s Allied Clandestine Committee (ACC) in Brussels in 1990. While Italy was a focal point for the older European operations, Edmonds said that Turkey and Azerbaijan served as the main conduits for a completely new, different set of operations in Asia using veterans of the anti-Soviet campaign in Afghanistan, the so-called “Afghan Arabs” that had been trained by al-Qaeda.

These new Pentagon-led operations were codenamed ‘Gladio B’ by FBI counterintelligence: “In 1997, NATO asked [Egyptian President] Hosni Mubarak to release from prison Islamist militants affiliated to Ayman al-Zawahiri [whose role in the assassination of Anwar Sadat led to Mubarak’s ascension]. They were flown under U.S. orders to Turkey for [training and use in] operations by the Pentagon”, she said.

Edmonds’ allegations find some independent corroboration in the public record. The Wall Street Journal refers to a nebulous agreement between Mubarak and “the operational wing of Egyptian Islamic Jihad, which was then headed by Ayman al-Zawahiri… Many of that group’s fighters embraced a cease-fire with the government of former President Hosni Mubarak in 1997.”

Youssef Bodansky, former Director of the Congressional Task Force on Terrorism and Unconventional Warfare, cited U.S. intelligence sources in an article for Defense and Foreign Affairs: Strategic Policy, confirming “discussions between the Egyptian terrorist leader Dr. Ayman al-Zawahiri and an Arab-American known to have been both an emissary of the CIA and the U.S. Government.” He referred to an “offer” made to al-Zawahiri in November 1997 on behalf of U.S. intelligence, granting his Islamists a free hand in Egypt as long as they lent support to U.S. forces in the Balkans. In 1998, Al Zawahiri’s brother, Muhammed, led an elite unit of the Kosovo Liberation Army against Serbs during the Kosovo conflict – he reportedly had direct contact with NATO leadership.

This is why”, Edmonds continued in her interview, “even though the FBI routinely monitored the communications of the diplomatic arms of all countries, only four countries were exempt from this protocol – the UK, Turkey, Azerbaijan, and Belgium – the seat of NATO. No other country – not even allies like Israel or Saudi Arabia, were exempt. This is because these four countries were integral to the Pentagon’s so-called Gladio B operations.”

Edmonds did not speculate on the objectives of the Pentagon’s ‘Gladio B’ operations, but highlighted the following possibilities: projecting U.S. power in the former Soviet sphere of influence to access previously untapped strategic energy and mineral reserves for U.S. and European companies; pushing back Russian and Chinese power; and expanding the scope of lucrative criminal activities, particularly illegal arms and drugs trafficking.

Terrorism finance expert Loretta Napoleoni estimates the total value of this criminal economy to be about $1.5 trillion annually, the bulk of which “flows into Western economies, where it gets recycled in the U.S. and in Europe” as a “vital element of the cash flow of these economies.”

It is no coincidence then that the opium trade, Edmonds told this author, has grown rapidly under the tutelage of NATO in Afghanistan: “I know for a fact that NATO planes routinely shipped heroin to Belgium, where they then made their way into Europe and to the UK. They also shipped heroin to distribution centres in Chicago and New Jersey. FBI counterintelligence and DEA (Drug Enforcement Agency) operations had acquired evidence of this drug trafficking in its surveillance of a wide range of targets, including senior officials in the Pentagon, CIA and State Department. As part of this surveillance, the role of the Dickersons – with the support of these senior U.S. officials – in facilitating drug-trafficking, came up. It was clear from this evidence that the whole funnel of drugs, money and terror in Central Asia was directed by these officials.”

The evidence for this funnel, according to Edmonds, remains classified in the form of FBI counterintelligence surveillance records she was asked to translate. Although this alleged evidence has never made it to court due to the U.S. government’s exertion of ‘state secret privilege’, she was able to testify in detail concerning her allegations, including naming names, in 2009.

Censorship

In recent interviews, two Sunday Times journalists confirmed to this author that the newspaper’s investigation based on Sibel Edmonds’ revelations was to break much of the details into the open.

We’d spoken to several current and active Pentagon officials confirming the existence of U.S. operations sponsoring mujahideen networks in Central Asia from the 1990s to 2001,” said one Sunday Times source. “Those mujahideen networks were intertwined with a whole range of criminal enterprises, including drugs and guns. The Pentagon officials corroborated Edmonds’ allegations against specific U.S. officials, and I’d also interviewed an MI6 officer who confirmed that the U.S. was running these operations sponsoring mujahideen in that period.

But according to Edmonds, citing the investigative team at the paper, the last two articles in the series were spiked under U.S. State Department pressure. She recalled being told at the time by journalists leading the Sunday Times investigation that the newspaper’s editor had decided to squash the story after receiving calls from officials at the U.S. embassy in London.

A journalist with the Sunday Times‘ investigative unit told this author he had interviewed former Special Agent in Charge, Dennis Saccher, who had moved to the FBI’s Colorado office. Saccher reportedly confirmed the veracity of Edmonds’ allegations of espionage, telling him that Edmonds’ story “should have been front page news” because it was “a scandal bigger than Watergate.” The same journalist confirmed that after interviewing Saccher at his home, the newspaper was contacted by the U.S. State Department. “The U.S. embassy in London called the editor and tried to ward him off. We were told that we weren’t permitted to approach Saccher or any other active FBI agents directly, but could only go through the FBI’s press office – that if we tried to speak to Saccher or anyone else employed by the FBI directly, that would be illegal. Of course, it isn’t, but that’s what we were told. I think this was a veiled threat.”

Saccher’s comments to the journalist never made it to press.

A lead reporter on the series at the Sunday Times told this author that the investigation based on Edmonds’ information was supposed to have four parts, but was inexplicably dropped. “The story was pulled half-way, suddenly, without any warning”, the journalist said. “I wasn’t party to the editorial decision to drop the story, but there was a belief in the office amongst several journalists who were part of the Insight investigative unit that the decision was made under pressure from the U.S. State Department, because the story might cause a diplomatic incident.”

Although the journalist was unaware of where this belief came from – and was not informed of the U.S. embassy’s contact with the paper’s editor which the other journalist was privy to – he acknowledged that self-censorship influenced by unspecified “interest groups” was a possible explanation. “The way the story was dropped was unusual, but the belief amongst my colleagues this happened under political pressure is plausible.” He cryptically described an “editorial mechanism, linked to the paper but not formally part of it, which could however exert control on stories when necessary, linked to certain interests.” When asked which interests, the journalist said, “I can’t say. I can’t talk about that.”

Edmonds described how, due to the U.S. government’s efforts to silence her, she had no option left except to write her story down. The resultant book, Classified Woman, had to be submitted to an FBI panel for review. By law, the bureau was required to make a decision on what could be disclosed or redacted within 30 days.

Instead, about a year later, Edmonds’ lawyer received a letter from the FBI informing them that the agency was still reviewing the book, and prohibiting her from publishing it: “The matters Ms. Edmonds writes about involve many equities, some of which may implicate information that is classified… Approval of the manuscripts by the FBI will include incorporation of all changes required by the FBI. Until then, Ms. Edmonds does not have approval to publish her manuscripts which includes showing them to editors, literary agents, publishers, reviewers, or anyone else. At this point, Ms. Edmonds remains obligated not to disclose or publish the manuscript in any manner.”

The 9/11 Operation – Security or Munitions Assessments – The Numerous Assessments Performed Against The World Trade Center Complex


So Senator, please explain to me as to why all the “security” assessments and their recommendations performed against the World Trade Center through-out the 1990s (whilst at the same time Turner Construction and SAIC performed the WTC Upgrades) complex where not implemented.


In sum, I would affirm in this case because the Port Authority's failure to implement discrete and basic security measures in the public parking area of the commercial building complex arose from the exercise of its proprietary -- rather than governmental – obligations


A property risk assessment report is prepared for Silverstein Properties before it acquires the lease for the World Trade Center (see July 24, 2001). It identifies the scenario of an aircraft hitting one of the WTC towers as one of the “maximum foreseeable losses.” The report says, “This scenario is within the realm of the possible, but highly unlikely.” Further details of the assessment, such as who prepared it, are unreported. [National Institute of Standards and Technology, 5/2003, pp. 16 ; Barrett and Collins, 2006, pp. 189; American Prospect, 9/1/2006]


Detective Sergeant Peter Caram, the head of the New York Port Authority’s Terrorist Intelligence Unit, has been directed by the assistant superintendent of the Port Authority Police Department to compile a report on the vulnerability of the WTC to a terrorist attack. Having previously worked at the WTC Command, Caram has exclusive knowledge of some of the center’s security weaknesses. On this day he issues his four-page report, titled “Terrorist Threat and Targeting Assessment: World Trade Center.” It looks at the reasoning behind why the WTC might be singled out for attack, and identifies three areas of particular vulnerability: the perimeter of the WTC complex, the truck dock entrance, and the subgrade area (the lower floors below ground level). Caram specifically mentions that terrorists could use a car bomb in the subgrade area—a situation similar to what occurs in the 1993 bombing (see February 26, 1993). [Caram, 2001, pp. 5, 84-85; New York County Supreme Court, 1/20/2004] This is the first of several reports during the 1980s, identifying the WTC as a potential terrorist target.


The Office of Special Planning (OSP), a unit set up by the New York Port Authority to assess the security of its facilities against terrorist attacks (see Early 1984), spends four to six months studying the World Trade Center. It examines the center’s design through looking at photographs, blueprints, and plans. It brings in experts such as the builders of the center, plus experts in sabotage and explosives, and has them walk through the WTC to identify any areas of vulnerability. According to New York Times reporters James Glanz and Eric Lipton, when Edward O’Sullivan, head of the OSP, looks at WTC security, he finds “one vulnerability after another. Explosive charges could be placed at key locations in the power system. Chemical or biological agents could be dropped into the coolant system. The Hudson River water intake could be blown up. Someone might even try to infiltrate the large and vulnerable subterranean realms of the World Trade Center site.” In particular, “There was no control at all over access to the underground, two-thousand-car parking garage.” However, O’Sullivan consults “one of the trade center’s original structural engineers, Les Robertson, on whether the towers would collapse because of a bomb or a collision with a slow-moving airplane.” He is told there is “little likelihood of a collapse no matter how the building was attacked.” [Glanz and Lipton, 2004, pp. 227; New York County Supreme Court, 1/20/2004] The OSP will issue its report called “Counter-Terrorism Perspectives: The World Trade Center” late in 1985 (see November 1985)


While the Office of Special Planning is still working on its report about the vulnerability of the World Trade Center to terrorist attack, the New York Port Authority hired security consultant Charles Schnabolk to also review the center’s security systems. [UExpress (.com), 10/12/2001; New York County Supreme Court, 1/20/2004] Schnabolk was involved in designing the original security system when the WTC complex was built. [Institute for Design Professionals, 2009; The Security Design Group, 2010] This month his secret report, titled “Terrorism Threat Perspective and Proposed Response for the World Trade Center” is released. It sets out four levels of possible terrorism against the center, and gives examples of each: ”(1) PREDICTABLE—Bomb threats; (2) PROBABLE—Bombing attempts, computer crime; (3) POSSIBLE—Hostage taking; (4) CATASTROPHIC—Aerial bombing, chemical agents in water supply or air conditioning (caused by agents of a foreign government or a programmed suicide).” Similar to other reports in the mid-1980s, it also warns that the WTC “is highly vulnerable through the parking lot.” [UExpress (.com), 10/12/2001; New York County Supreme Court, 1/20/2004]


After assessing the security of New York Port Authority facilities, the Office of Special Planning (OSP), the Port Authority’s own anti-terrorists task force, releases a report called “Counter-Terrorism Perspectives: The World Trade Center.” For security purposes, only seven copies are made, being hand-delivered and signed for by its various recipients, including the executive director of the Port Authority, the superintendent of the Port Authority Police, and the director of the World Trade Department. [New York Court of Appeals, 2/16/1999; Village Voice, 1/5/2000] Because of the WTC’s visibility, symbolic value, and it being immediately recognizable to people from around the world, the report concludes that the center is a “most attractive terrorist target.” [New York County Supreme Court, 1/20/2004] The report, which is 120 pages long, lists various possible methods of attacking the center. [New York Court of Appeals, 2/16/1999; Caram, 2001, pp. 103; Barrett and Collins, 2006, pp. 87] One of these is that a “time bomb-laden vehicle could be driven into the WTC and parked in the public parking area.… At a predetermined time, the bomb could be exploded in the basement.” [Glanz and Lipton, 2004, pp. 227] As a Senate Committee Report will find in August 1993, “The specifics of the February 26, 1993 bombing at the World Trade Center garage were almost identical to those envisioned in the [OSP] report.” [New York Court of Appeals, 2/16/1999] Due to the Port Authority’s failure to adequately implement the OSP’s recommendations, the report will be crucial evidence in a successful civil trial against it in October 2005, charging negligence in failing to prevent the 1993 bombing. [Bloomberg, 10/26/2005; New York Times, 10/27/2005; New York Times, 2/18/2006] As of mid-2006, the other possible methods of attacking the WTC listed in the report remain undisclosed.


Following the release of the Office of Special Planning’s (OSP) report, which called the WTC a “most attractive terrorist target” (see November 1985), the New York Port Authority, which owns the center, seeks a second opinion on the OSP’s recommendations. At a cost of approximately $100,000, it hires the Science Applications International Corporation (SAIC) to review the general security of the WTC. SAIC states in its report that the attractiveness of the WTC’s public areas to terrorists is “very high.” Like the OSP, SAIC pays particular attention to the underground levels of the center and describes a possible attack scenario much like what occurs in the 1993 bombing. [Caram, 2001, pp. 105-106; New York County Supreme Court, 1/20/2004]


During the mid-1980s, a series of reports described the vulnerability of the World Trade Center to terrorist attack (see July 1985)(see November 1985)(see (Mid-1986)). Now, because of the increased risk of terrorism against the US due to the Gulf War, the New York Port Authority hires private security company Burns and Roe Securacom to prepare a further report, and tells them that the WTC is a terrorist target. Unlike previous investigators, Burns and Roe Securacom finds that the center’s shopping and pedestrian areas, rather than the underground parking garage, are the most likely targets. [New York County Supreme Court, 1/20/2004; New York Times, 10/27/2005] After separating from Burns and Roe, Securacom (later called Stratesec) will become one of a number of firms involved in providing security at the WTC, right up to the day of 9/11


Following the 1993 World Trade Center bombing (see February 26, 1993), the New York Port Authority asks investigative and security consulting firm Kroll Associates to help design new security measures for the WTC. Kroll’s Deputy Chairman Brian Michael Jenkins leads the analysis of future terrorist threats and how they might be addressed. Assessments conclude that a second terrorist attack against the WTC is probable. Although it is considered unlikely, the possibility of terrorists deliberately flying a plane into the WTC towers is included in the range of possible threats.

Rick Rescorla, a Vietnam veteran who also previously worked for British intelligence, is vice president for security at Morgan Stanley Dean Witter and has an office in the south WTC tower. Following the 1993 bombing, he believes terrorists will attack the WTC again, this time by flying a cargo plane, maybe loaded with biological or chemical weapons, into it. Fred McBee, a close friend of his, will later say, “He assumed that it would be the terrorists’ mission to bring the Trade Center down.” Rescorla therefore wants his company to leave the WTC and relocate to New Jersey, but their lease doesn’t expire until 2006.

Previously, he had predicted an attack much like the 1993 bombing: Around 1990, along with friend and ex-special forces soldier Dan Hill, he had done a security survey of the WTC and concluded that the biggest threat to it was an underground truck bomb. He had met with New York Port Authority security officials about this, but, according to Hill, was told it was none of his business. Rescorla will be in his office on the 44th floor of the South Tower at the time of the first attack on 9/11, and immediately order and supervise a successful evacuation of almost all of Morgan Stanley’s 2,700 workers from the building. Unfortunately, he will himself die when the tower collapses.


A security company called Stratesec acquires an $8.3 million contract to help provide security at the World Trade Center. It is one of numerous contractors hired in the upgrade of security at the WTC following the 1993 bombing. Stratesec, which was formerly called Securacom, is responsible for installing the “security-description plan”—the layout of the electronic security system—at the World Trade Center. It has a “completion contract” to provide some of the center’s security “up to the day the buildings fell down,” according to Barry McDaniel, its CEO.

Involved with Airport Security - Another of Stratesec’s biggest security contracts, between 1995 and 1998, is with the Metropolitan Washington Airport Authority, providing electronic security for Reagan National Airport and Dulles International Airport. Its work includes maintaining the airfield access systems, the CCTV (closed circuit television) systems, and the electronic badging systems. American Airlines Flight 77—one of the planes hijacked on 9/11—takes off from Dulles.

Directors Include Bush Family Member - Marvin P. Bush, the youngest brother of future President George W. Bush, is a director at Stratesec from 1993 to June 2000, when most of its work on these big projects is done. Wirt D. Walker III, a distant relative of George W. Bush, is chairman of the board at Stratesec from 1992, and its CEO from 1999 until January 2002. Another of Stratesec’s directors, from 1991 to 2001, is Mishal Yousef Saud Al Sabah, who is a member of the Kuwaiti royal family. Al Sabah is also chairman of an investment company called the Kuwait-American Corporation (KuwAm), which, between 1993 and 1999, holds a large, often controlling share of Stratesec. In 1996, it owns 90 percent of the company; by 1999 it owns 47 percent.

Other Interests - Walker and Al Sabah are also co-investors in two inter-related aviation companies: Aviation General and Commander Aircraft. According to a 2005 report by freelance journalist Margie Burns: “Aviation General boasted of its international clientele. A 1996 press release announced its sale of airplanes to the National Civil Aviation Training Organization (NCATO) of Giza, Egypt, ‘the sole civilian pilot training organization in Egypt.’ The announcement mentions Al Sabah as chairman of KuwAm and board member of Commander Aircraft Company.” NCATO also has contractual partnerships with several US flight schools, including Embry-Riddle University in Florida.

Connections with Foreign Company a Delicate Matter - According to Wayne Black, the head of a Florida-based security firm, it is delicate for a security company serving international facilities to be so interlinked with a foreign-owned company. He suggests, “Somebody knew somebody.” Black also points out that when a company has a security contract, “you know the inner workings of everything.” Furthermore, if another company is linked to the security company, then “what’s on your computer is on their computer.” After 9/11 Stratesec CEO Barry McDaniel will be asked whether FBI or other agents have questioned him or others at Stratesec about their security work related to 9/11. He answers, “No.” [American Reporter, 1/20/2003; Prince George's Journal, 2/4/2003; Progressive Populist, 3/1/2003; Progressive Populist, 4/15/2003; Washington Spectator, 2/15/2005] Other companies involved with the security overhaul during this time include Ensec Inc., which is in charge of creating a new parking access control system, E-J Electric Installation Co., and Electronic Systems Associates, a division of Syska Hennessy. [Access Control & Security Systems, 7/1/1997; CEE News, 1/1/2001; CEE News, 10/1/2001; Building Design and Construction, 7/1/2002]


New York City Mayor Rudolph Giuliani opens a $13 million emergency command center on the 23rd floor of World Trade Center Building 7. [Newsday, 9/12/2001] The center is intended to coordinate responses to various emergencies, including natural disasters like hurricanes or floods, and terrorist attacks. The 50,000 square foot center has reinforced, bulletproof, and bomb-resistant walls, its own air supply and water tank, beds, showers to accommodate 30 people, and three backup generators. It also has rooms full of video monitors from where the mayor can oversee police and fire department responses. It is to be staffed around the clock and is intended as a meeting place for city leaders in the event of an act of terrorism. [CNN, 6/7/1999; London Times, 9/12/2001; Glanz and Lipton, 2004, pp. 233] The center is ridiculed as “Rudy’s bunker.” [Time, 12/22/2001] Author Philip Shenon will later comment that it “seemed the supreme example of how Giuliani’s ego and arrogance knew no bounds after four years in office,” and: “WABC Radio mocked Giuliani with a name-that-bunker contest for its listeners. Among the most popular entries: ‘Rudy’s Nuclear Winter Palace’ and ‘The Nut Shell.’” It is criticized because of the cost and because of the location, next to the WTC towers, one of the city’s top terrorist targets. In addition, the high floor it is on means it is vulnerable to power, water, and elevator outages. [Shenon, 2008, pp. 346-347] Most controversial is the 6,000-gallon fuel tank. In 1998 and 1999, Fire Department officials warn that the fuel tank violates city fire codes and poses a hazard.


During a review of security procedures, Charlie Schnabolk, a security consultant who wrote a secret report in 1985 about the security of the World Trade Center (see July 1985), is asked what are the greatest terrorist dangers to the WTC? He replies, “Someone blowing up the PATH tubes from New Jersey,” and “someone flying a plane into the building.” Further details, such as who is conducting the security review and who Schnabolk gives his warning to, are unreported. The 9/11 Operation – Codifying The Terrorits Meme – 1995 Oklahoma City Bombing



On Wednesday, a “homeless man” was arrested in the Boston suburb of Quincy, Massachusetts, on a charge of assault and battery with a dangerous weapon after allegedly striking another man with a beer bottle. His name is Hussain Hashem al-HUSSAINI, although has several other aliases and a previous arrest record. (See: A Noble LIE)

His arrest would have likely gone unnoticed except for the tenacious investigative journalism conducted in the months and years following the 1995 bombing of the Murrah Federal Building in Oklahoma City by author and investigative journalist Jayna Davis. Ms. Davis, a former reporter for KFOR-TV at the time of the bombing, identified al HUSSAINI as the “John Doe #2” in the April 19, 1995 bombing that claimed the lives of 168 people, including 22 children, three who were unborn. Her investigation is chronicled in her book, The Third Terrorist, and is an important investigative report into the actual events that took place in the months, days and weeks leading to the bombing, and perhaps even more importantly, in the years afterward.

The disheveled homeless man arrested this week is at the epicenter of a plot that involves not only domestic terrorism, but the inexcusable failures and activities of the FBI that led directly to the events of September 2001. Ms. Davis documented the direct involvement of a Muslim terrorist operation involved in the 1995 bombing, and attempted to warn the FBI of additional attacks being planned. Despite impeccable documentation compiled by Ms. Davis that I personally reviewed in my capacity as an investigator, her warnings went unheeded. Six years later, the worst attack on American soil killed another 3,000 people. It is my belief that the attacks of 9/11 could have been stopped had the FBI acted upon the evidence she submitted to the FBI.

Instead, twenty-two witness affidavits she compiled and submitted to the FBI in January 1999 that, in part, connect al HUSSAINI to the events of the bombing “disappeared.” Those affidavits contain sworn statements of multiple witnesses who placed al HUSSAINI in the company of Timothy McVeigh prior to the bombing, exiting the Ryder truck that was used for the bombing, and speeding away from the area just prior to the blast. Despite solid witness statements, the FBI reportedly failed to interview al HUSSAINI.

In addition to the “hands-off” approach with al HUSSAINI, the FBI continues to refuse the release of closed circuit camera footage that exists of McVeigh and “John Doe #2” as they exited the Ryder truck in front of the Murrah Building. Why?

Leading up to, and at the time of, the Oklahoma City bombing, Hussain al HUSSAINI worked for a property management company owned by a Middle Eastern businessman who was suspected of having ties to the Palestinian Liberation Organization(PLO). Six months prior to the bombing, this man hired several former Iraqi soldiers. Four years earlier, he had been convicted of federal insurance fraud.

Investigation in Boston

In mid-May 2005, I personally conducted an on-site investigation of “John Doe #2” in Boston. My confidential 30-page investigative report was submitted to the U.S. Department of Justice on 1 June 2005. The information contained in that report verified all of the relevant aspects of Ms. Davis’ claims as they pertained to Hashem al-Hussaini. The following is a redacted version of my partial investigative findings from 2005.

Hussain Hashem al-Hussaini

The primary subject of this investigation is Hussain al HUSSAINI, an Iraqi national who has been identified in sworn witness statements obtained by Ms. Davis as, in part:

. Accompanying McVeigh in the truck used to bomb to the Murrah Federal Building on 19 April 1995.
. Stepping out of the Ryder truck at ground zero minutes before the blast.
. Speeding away from downtown Oklahoma City immediately after the detonation of the truck bomb.
. Being seen in the company of Timothy McVeigh a various times and locations prior to 19 April 1995.

Hussain al HUSSAINI, a former member of the Iraqi military and Saddam’s elite Republican Guard, currently resides in Braintree, (Norfolk County) Massachusetts, a southern suburb of Boston. As well documented in The Third Terrorist by Jayna Davis, al HUSSAINI came to the U.S. following the Persian Gulf War in 1991 under the guise of escaping persecution from the Iraqi dictator. Because of the significant number of refugees admitted into the U.S. and other factors, the checks-and-balances that were (or should have been) in place to verify the authenticity of those seeking entry into this county were admittedly strained or not properly implemented. Regardless of the reason, al HUSSAINI remains living in the U.S. as of the date of this report.

Subsequent to the Oklahoma City bombing, al HUSSAINI moved to Dallas, Texas, and then to Boston, Massachusetts, where he worked at Boston Logan International Airport. At that time, he resided with two Iraqi men (brothers) who provided food catering services for the commercial airlines at Boston Logan during the time leading up to and including September 11, 2001.

The two Iraqi brothers referenced above have been identified as Khalid [REDACTED] and Majed [REDACTED]. They both continue to reside in Braintree, Massachusetts. Due to their close proximity to the primary subject and their activities in Oklahoma City near the time of the 1995 bombing, this investigator has also conducted comprehensive database research and an on-site investigation and covert surveillance to update their activities as well.

Both men were observed at their residence. The activities of both men were documented, and their activities undocumented by law enforcement, according to a source contacted within the FBI. According to this source, they have “no interest” in either subject.

Multiple Identities

Investigation determined that Hussain al HUSSAINI possesses a social security number issued in 1994 in the state of Massachusetts. For reasons unclear, it was reissued in Texas in 1995. Several dates of birth are associated with al HUSSAINI, all listing his month and year of birth as September 1965. He also has a lengthy list of aliases, including but not limited to Hussain Hashem Jassem Al-Hussaini, Hussain Hashem Al-Hussaini, Hanan Hashim Jassem Al-Hussaini, Adnan Hashim Jassem Al-Hussaini, Salem Hashim Al-Hussaini and eleven others.
Neighbors as well as fellow employees knew him simply as “Sammy.”

At the time of this investigation, al HUSSAINI was working as a landscaper while living with his 30-year-old American girlfriend, her father, and a two-and-a-half year old daughter. He has resided at this location since 1997. Distinctive in his appearance, he has tattoo reflective of his association with the Iraqi National Guard.

Also at the time of this investigation, the two Iraqi brothers who provided food catering services at Boston Logan on 9/11 were investigated. The reports of their activities, although redacted here, were detailed in my 2005 report submitted to the U.S. Department of Justice. Yet, much like the warnings of Ms. Davis, nothing has taken place.

Foreboding prediction?

Confidential psychiatric records confirm that in 1997, Hussain al-Hussaini made a foreboding prediction about a future event to take place at Boston Logan International Airport, the point of origin for two of the four hijacked flights that slammed into the World Trade Center on September 11, 2001.

According to those records and prior to 9/11, al-Hussaini suffered anxiety so acute regarding his airport job at Boston Logan International that he checked into a psychiatric hospital to seek treatment for recurring panic attacks. When asked about the source of his trepidation, he told his therapist “if something happens there, I will be a suspect.”

Interestingly, only days after my investigation into the activities of Hussain al HUSSAINI, he “disappeared.” He left his residence of eight years and slipped quietly into the shadows of Boston, only to be found homeless and facing criminal charges this week.

Something is terribly wrong with the FBI’s handling of the 1995 bombing and the events leading up to and including the attacks of September 11, 2001. Something at the highest levels of government that continue through the present.
