Robert H. Jackson Center

Robert H. Jackson (1892-1954) was a leading American lawyer, judge and writer of the 20th century. He served as a United States Supreme Court Justice from 1941 until 1954.

During 1945-46, Justice Jackson was the architect of the international trial process and then the chief prosecutor of the surviving Nazi leaders at Nuremberg, Germany. Jackson's work, including his eloquent written and spoken words on matters of enduring principle, is central to U.S. constitutional law and international law to this day.

Russell D. Tice (born 1961) is a former intelligence analyst for the U.S. Air Force, Office of Naval Intelligence, Defense Intelligence Agency (DIA) and National Security Agency (NSA).

During his nearly 20 year career with various United States government agencies, he conducted intelligence missions related to the Kosovo War, Afghanistan, the USS Cole bombing in Yemen, and Operation Iraqi Freedom.

In December, 2005, Tice helped spark a national controversy over claims that the NSA and the DIA were engaged in unlawful and unconstitutional wiretaps on American citizens. He later admitted that he was one of the sources that were used in the New York Times' reporting on the wiretap activity in December 2005.

Tice began to receive national attention as a whistleblower in May 2005, after speaking publicly about alleged retaliation by government officials for reporting his suspicions that a DIA colleague might be a Chinese spy, and about the need for legislation to protect whistleblowers.

But while Tice was a source for the Times story, he was not himself part of the classified NSA program; instead, he took part in:

"space systems communications, non-communications signals (such as radar emissions), electronic warfare, satellite control, telemetry, sensors, and special capability systems".

In a letter dated December 18, 2005, to the Senate Select Committee on Intelligence, the House Permanent Select Committee on Intelligence, and to Senator Pat Roberts, Chairman of the Senate Select Committee on Intelligence, he said he was prepared to testify about the SAP programs, under the provisions of the Intelligence Community Whistleblower Protection Act. It is not known, however, what the testimony would specifically involve.

It has been assumed that the problem concerned the electronic surveillance of Americans, but in an interview published 13 January 2006 on the reasononline web site, Tice said:

"there's no way the programs I want to talk to Congress about should be public ever, unless maybe in 200 years they want to declassify them. You should never learn about it; no one at the Times should ever learn about these things".

But that same mechanism that allows you to have a program like this at an extremely high, sensitive classification level could also be used to mask illegality, like spying on Americans." [1]

For the first time we are daring to present the result of our work of several decades - decades during which the sweat and blood of many researchers sprinkled the filing cabinets of our laboratories. Today many of our fellow investigators are gone, but their contributions have not been lost.

Our extremely difficult pursuit of knowledge of the most delicate and mysterious realm of human consciousness - our spiritual essence - has borne its first fruits. These first real working results, when considered amidst all previous methods for investigating the unconscious, stand alone because they are based not on researchers opinions and subjective experience, but on the measurement of actual spiritual processes. We call this dimension ‘psychozonding’.

Psychocorrection is the most complicated procedure we do. And the most delicate from a moral point of view. We do it extremely carefully. Visiting the corresponding page, you will learn everything in detail.

I appeal to you on another point, a considerably more important one. Because of our work for the first time mankind has access to the instrumental measurement and control of psychological functions, and consequently - to the increase, suppression, strengthening or weakening of his own spirit. Such control isn't subject to what we call ‘conscious will’ and consequently may be carried out without a person's agreement. This is extremely dangerous.
