This chart, based on historical figures from the nonpartisan
Congressional Budget Office, shows the total deficit or surplus for
each fiscal year from 1990 through 2006. Keep in mind that fiscal
years begin Oct. 1, so the first year that can be counted as a
Clinton year is fiscal 1994. The appropriations bills for fiscal
years 1990 through 1993 were signed by Bill Clinton’s predecessor,
George H.W. Bush. Fiscal 2002 is the first for which President George
W. Bush signed the appropriations bills, and the first to show the
effect of his tax cuts.
As
shown in the above figures the Federal Deficit was balanced starting
around 1997 and in fact showed a surplus of over $236 billion. So
Senator, please explain to me how The United States Government showed
having a surplus of “Billions” only to have the Secretary
of Defense Donald Rumsfeld state on the 10th
of September 2001, that the United States Government cannot track
$2.3 trillion in transactions made by the Department of Defense?

The average increase was $8 billion over five years, but it exploded

Federal Reserve economist discovered this and was promptly fired for
his efforts to reveal the cause. The official story involves an
Argentine currency crisis. Clearly, this required his termination.

Al Sabah is also chairman of an investment company called the Kuwait-American Corporation (KuwAm), which, between 1993 and 1999, holds a large, often controlling share of Stratesec. Ptech is a Boston computer company connected to a number of individuals suspected of ties to officially designated terrorist organizations (see 1994). These alleged ties will be of particular concern because of Ptech’s potential access to classified government secrets. Ptech specializes in what is called enterprise architecture. It is the design and layout for an organization’s computer networks. John Zachman, considered the father of enterprise architecture, later will say that Ptech could collect crucial information from the organizations and agencies with which it works. “You would know where the access points are, you’d know how to get in, you would know where the weaknesses are, you’d know how to destroy it.” Another computer expert will say, “The software they put on your system could be collecting every key stroke that you type while you are on the computer. It could be establishing a connection to the outside terrorist organization through all of your security measures.” [WBZ 4 (Boston), 12/9/2002] In late 1996, an article notes that Ptech is doing work for DARPA, a Defense Department agency responsible for developing new military technology. Project for the New American Century
In
1997, The Project for the New American Century (PNAC) was a
neo-conservative think tank (1997 to 2006) that had strong ties to the
American Enterprise Institute. PNAC's web site said it was
"established in the spring of 1997" as "a non-profit,
educational organization whose goal is to promote American global
leadership."
PNAC's
policy document, "Rebuilding America's Defenses," openly
advocated for total global military domination. Many PNAC members
held highest-level positions in the George W. Bush administration.
The Project was an initiative of the New Citizenship Project (501c3).
In
2009 two of PNAC's founders, William Kristol and Robert Kagan, began
what some termed "PNAC 2.0," The Foreign Policy Initiative.
In 1997, during
the period of Carlyle's ownership, United Defense Industries, Inc.
was a leader in the design, development and production of combat
vehicles, artillery, naval guns, missile launchers and precision
munitions.
Operation Gladio "B" Is Kickstarted
In 1997, The FBI counterintelligence investigation which was tracking these targets, along with their links to U.S. officials, was known as ‘Gladio B’, and was kickstarted in 1997. It so happens that Major Douglas Dickerson” – the husband of her FBI co-worker Melek whom she accused of espionage – “specifically directed the Pentagon’s ‘Gladio’ operations in Kazakhstan and Turkmenistan at this time.”
In testimony under oath, Edmonds has previously confirmed that Major Doug Dickerson worked for the Pentagon’s Defense Intelligence Agency (DIA) under the weapons procurement logistics division on Turkey and Central Asia, and with the Office of Special Plans (OSP) overseeing policy in Central Asia.

According to Sibel Edmonds, Gladio B identified, among other things, meetings between US intelligence and Ayman al-Zawahiri in Azerbaijan between 1997 and 2001, with al-Zawahiri and other mujahideen being transported by NATO aircraft to Central Asia and the Balkans. These and related allegations were confirmed by Sunday Times journalists in 2008 by speaking to Pentagon and MI6 sources; however the journalists were prevented from publishing these allegations when the second half of their 4-part series was dropped

As Swiss historian Dr. Daniele Ganser records in his seminal book, NATO’s Secret Armies, an official Italian parliamentary inquiry confirmed that British MI6 and the CIA had established a network of secret “stay-behind” paramilitary armies, staffed by fascist and Nazi collaborators. The covert armies carried out terrorist attacks throughout Western Europe, officially blamed on Communists in what Italian military intelligence called the ‘strategy of tension’.

summer of 1998, George
W. Bush met with Condoleezza Rice at the behest of George H.W. Bush at the Bush estate in Kennebunkport, Maine. Rice had been director
for Soviet and East European Affairs of the National Security Council
under Brent Scowcroft during George H. W. Bush's administration and
Scowcroft had been guiding her career ever since, ensuring she came
to the attention of Bush Sr. "Eventually he was quite taken with
her," Scowcroft recalled in an interview by James Mann for his
book Rise of the Vulcans (2004). According to Coit D. Blacker, Rice
and George W. Bush also "bonded at Kennebunkport" in August
1998.[1] The several days of discussions that followed resulted in
Rice agreeing to take charge of foreign policy for George W. Bush’s
upcoming presidential campaign. Later that year Paul Wolfowitz, a
former protégé of George Shultz and Dick Cheney, was taken on as
well. Wolfowitz had also served as foreign policy advisor to Bob Dole
during the 1996 U.S. presidential election. In early 1999, a team
largely drawn from the middle echelons of the first Bush
administration began to act as foreign policy advisors to George W.
Bush
The technology
revolution has transformed organizations across the private sector,
but not ours, not fully, not yet. We are, as they say, tangled in our
anchor chain. Our financial systems are decades old. According to
some estimates, we cannot track $2.3 trillion in transactions. We
cannot share information from floor to floor in this building because
it's stored on dozens of technological systems that are inaccessible
or incompatible.
This page reflects
research and writing that Chatherine and her colleges undertook
between 1998 and 2007 to illuminate and get back over $4 trillion
(and counting as of 2009) that went missing from the US Government
between fiscal 1998 and 2002. In light of subsequent bailouts now
totaling over $12 trillion, we appreciate that getting this upset
over a mere $4 trillion seems a bit quaint. However, we would point
out that stealing the $4 trillion made it possible to arrange another
$12 trillion. After all, that is how a financial cout d'etat works.
The PNAC Projections
The Project
for the New American Century (PNAC), a neoconservative think tank
formed in the spring of 1997, issues its statement of principles.
PNAC’s stated aims are:
- to “shape a new century favorable to American principles and interests”
- to achieve “a foreign policy that boldly and purposefully promotes American principles abroad”
- to “increase defense spending significantly”
- to challenge “regimes hostile to US interests and values”
- to “accept America’s unique role in preserving and extending an international order friendly to our security, our prosperity, and our principles.”
The Project
for the New American Century (PNAC), an influential neoconservative
think tank, publishes a letter to President Clinton urging war
against Iraq and the removal of Saddam Hussein because he is a
“hazard” to “a significant portion of
the world’s supply of oil.”
The
Project for a New American Century (PNAC) publishes a letter
addressed to Congressman Newt Gingrich and Senator Trent Lott. The
letter argues that the Clinton administration has capitulated to
Saddam Hussein and calls on the two legislators to lead Congress to
“establish and maintain a strong US military presence in the
region, and be prepared to use that force to protect [US] vital
interests in the Gulf—and,
if necessary, to help removed Saddam from power.”
The Project
for a New American Century publishes an open letter to President
Clinton urging him put an end to diplomatic efforts attempting to
resolve the situation in the Balkans. Instead, they argue, he should
take “decisive action” against the Serbs. The US must “distance
itself from Milosevic and actively support in every way possible his
replacement by a democratic government committed to ending ethnic
violence,” the group writes.
Andrew
Krepinevich, Executive Director of the Center for Strategic and
Budgetary Assessments, testifies before the Senate Armed Services
Subcommittee on Emerging Threats and Capabilities: “There appears
to be general agreement concerning the need to transform the US
military into a significantly different kind of force from that which
emerged victorious from the Cold and Gulf Wars. Yet this verbal
support has not been translated into a defense program supporting
transformation… the ‘critical mass’ needed to effect it has not
yet been achieved. One may conclude that, in the absence of a strong
external shock to the United States—a latter-day ‘Pearl Harbor’
of sorts—surmounting the barriers to transformation will likely
prove a long, arduous process.” [US Congress, 3/5/1999] This is
very similar to what strategists at PNAC have said (see June
3, 1997).
The
neoconservative think tank Project for the New American Century
writes a “blueprint” for the “creation of a ‘global Pax
Americana’” (see June 3, 1997). The document, titled Rebuilding
America’s Defenses: Strategies, Forces and Resources for a New
Century, was written for the George W. Bush team even before the 2000
presidential election. It was written for future Vice President
Cheney, future Defense Secretary Rumsfeld, future Deputy Defense
Secretary Paul Wolfowitz, Florida Governor and Bush’s brother Jeb
Bush, and Cheney’s future chief of staff Lewis Libby.
Donald
Rumsfeld publishes a report as chairperson of the Rumsfeld Commission
that makes proposals for the US Space Command. Rumsfeld is in the
process of becoming defense secretary for the incoming Bush
administration. His commission’s report says with respect to
attacks in space: “The question is whether the US will be wise
enough to act responsibly and soon enough to reduce US space
vulnerabilities. Or whether, as in the past, a disabling attack
against the country and its people—a ‘Space Pearl Harbor’—will
be the only event able to galvanize the nation and cause the US
government to act.” Author Peter Dale Scott will later note the
similarity between this language and that of a Project for the New
American Century (PNAC) think tank report published several months
before, signed by Rumsfeld and others, that warned of impediments to
overhauling the US military “absent some catastrophic and
catalyzing event—like a new Pearl Harbor” (see September 2000).
Scott will comment that such quotes indicate that the US oil industry
and military had achieved a quiet consensus by this time that
“America would need full-spectrum dominance to guarantee access to
oil and other resources in the rest of the world. This program would
require massive expenditures, perhaps as much as a trillion dollars,
and this could not be expected from Congress—except in response to
an attack as massive and frightening as Pearl Harbor.
Thomas
Donnelly, deputy executive director of the PNAC, explains to the
Washington Post that the US should embrace its role as imperialist
hegemon over the world. He says many important politicians privately
agree with him. “There’s not all that many people who will talk
about it openly,” he says. “It’s discomforting to a lot of
Americans. So they use code phrases like ‘America is the sole
superpower.’” He also says, “I think Americans have become used
to running the world and would be very reluctant to give it up, if
they realized there were a serious challenge to it.” [Washington
Post, 8/21/2001] Such statements of policy had been publicly
denounced by Bush prior to his election, and some claim that the Bush
administration only changes its mind toward a more aggressive policy
after 9/11. However, this claim is inconsistent with the roles of
senior Bush officials such as Vice President Cheney, Defense
Secretary Rumsfeld, and Deputy Defense Secretary Wolfowitz in
formulating the preemptive doctrine in 1992 then pushing for it in
PNAC during the Clinton administration. In the summer of 2001,
Defense Secretary Rumsfeld’s office “sponsored a study of ancient
empires—Macedonia, Rome, the Mongols—to figure out how they
